Professor Bill Neilson is the former dean of the University of Victoria Faculty of Law, and has served as CAPI Director and Head of its Southeast Asia Governance and Legal Development Program since 1992. He studied communications at the University of Toronto Canada (B.Comm.) and law at the University of British Colombia, Canada (LL.B) and Harvard University (LL.M). Professor Neilson also served as the first British Columbia Deputy Minister of Consumer Services, 1973-1976. He has directed a number of law and development programs in Southeast Asia since 1985, including in Indonesia, and has taught in Vietnam and annually as a visiting Professor at Chulalongkorn University, Bangkok since 1988. His main areas of interest are competition law plus trade and investment law in the Asia-Pacific region.
